Sur les 300 logements que la Fondation Abbé Pierre s’engage à réhabiliter cette année, avec le Conseil général, 50 se trouvent à Saint-André.
Manque de logements, insalubrité, aucune commune n’échappe à ces réalités à La Réunion. A Saint-André, l’habitat insalubre a progressé de 20% en moins de 10 ans, de 1999 à 2006. Avec 52% de personnes vivant sous le seuil de pauvreté dans l’île, beaucoup de familles ne disposent pas de moyens pour entretenir et rénover leur logement. Le CCAS de Saint-André et la Fondation Abbé Pierre se sont ainsi engagés hier à améliorer les logements de 50 familles cette année. La Fondation Abbé Pierre intervient dans ce cas pour l’amélioration légère de l’habitat, des travaux tels que l’électricité, l’aménagement intérieur, la toiture, les sanitaires, la cuisine, la plomberie, le carrelage.
La Fondation Abbé Pierre va ainsi attribuer 1.300 à 1.500 euros par logement à rénover, plus 700 euros versés par le Conseil général pour l’achat des matériaux. Au total, une subvention de 65.000 euros est attribuée au CCAS. Il lui revient de mettre à disposition du personnel, notamment des employés en contrat d’insertion pour réaliser les travaux. Mais il s’agit aussi d’auto-réhabilitation accompagnée, c’est-à-dire que les familles peuvent participer aux travaux. Près de 80 familles ont déjà été repérées par le comité de pilotage (ADI, CAF, Département, CCAS, Fondation), mais il reste maintenant à faire un choix. Ce sont des familles en situation précaire, propriétaires de leur maison ou non.
Le logement, une priorité
Ce partenariat entre la Fondation et le CCAS s’inscrit dans un cadre plus large. Avec le Conseil général et les opérateurs de terrain, la Fondation s’est engagée à améliorer 300 logements par an pour la période 2007-2010. Une de ses nombreuses actions pour lutter contre le mal-logement, sensibiliser l’opinion publique, et interpeller les pouvoirs publics. La convention signée hier avec le CCAS renouvelle un partenariat initié en 2007. Une quarantaine de familles avaient ainsi pu améliorer l’état de leurs logements.
Pour la municipalité, les actions en faveur du logement sont une priorité. La commune a conclu un Contrat d’Objectif Foncier avec l’Etat afin de construire suffisamment de logements sociaux et s’efforce de débloquer les projets de construction en investissant dans une nouvelle station d’épuration et en travaillant à la modification du Plan d’Occupation des Sols (POS). Environ 750 demandes de logements sont en attente depuis l’année dernière au Service Habitat de la municipalité. Seuls 95 logements vacants et 55 neufs ont pu être attribués. Par ailleurs, la municipalité a inscrit à son Budget 2009 une enveloppe de 800.000 euros pour la Résorption de l’Habitat Insalubre (RHI). 134 familles ont déjà bénéficié d’un soutien pour l’amélioration légère et lourde de l’habitat depuis mars 2008.
