RÉQUISITION. Ils appliquent le droit à l’ingérence sociale. Un toit supportant les lettres SDF suivi de la planète terre : c’est le logo des "SDF sans frontières", le nom du collectif d’une quinzaine de sans abris qui occupe depuis deux mois une maison vacante au centre ville de Toulouse.
Ils y sont rentrés le 8 janvier dernier, tandis qu’une tempête de neige s’abattait sur Toulouse. Depuis ils ont transformé le lieu en «résidence sociale auto gérée».
39 rues des sept troubadours. C’est l’adresse des "SDF sans Frontières". Hervé, 57 ans, guide la visite. «Nous avons ouvert cette maison laissée vacante par l'Armée du salut. Sans effraction, précise-t-il. Il y faisait chaud alors qu’il faisait moins dix dehors».
Deux cent quarante m2 avec l'eau et l'électricité. Les premiers arrivés ont coupé le gaz par précaution. Au rez de chaussée : la cuisine collective et la salle de réunion. Aux étages : les sanitaires et les chambres où vivent une quinzaine de personnes.Tous viennent de la rue. «On gère avec le passif et le passé de chacun, indique Hervé. En s’organisant pour tenir l’endroit propre et vivable. Pas de dope, ni tags, ni dégradations. L’entretien et le ménage sont répartis quotidiennement. Des réunions sont organisées pour traiter des problèmes de vie commune».
Avant l'incendie de son appartement; Hervé était logisticien dans l'humanitaire. C’est lui qui a proposé au collectif de s'appeler "SDF sans frontières". «Nous avons réquisitionné ce logement vide pour faire face à l’urgence. explique-t-il. Il est temps que la France qui défend ce principe dans l'humanitaire l'applique aussi chez elle dans le social ".
Annie, 52 ans, en attente d’une place dans un appartement thérapeutique, habite ici depuis 15 jours. «Il existe très peu de lieux intermédiaires comme celui-ci, dit-elle. C’est à nous de montrer leurs nécessités aux responsables de l’aide sociale. Ils sont débordés. Pour s’en sortir il faut se débrouiller nous même et appliquer le système D».
Au rez de chaussée, des membres des "Enfants de Don Quichotte" aident chacun des résidents à remplir les dossiers Dalo (droit au logement opposable). «Ici, ils peuvent se poser pour rassembler les pièces administratives demandées, indique Isabelle. Dans la rue c’est impossible. Les autorités sanitaires devraient prendre exemple sur ce qui se fait ici en s’organisant pour que toutes personnes qui y passent dans des hébergements d’urgence en sortent obligatoirement avec un dossier Dalo rempli».
